REASONS FOR USING EMERGENCY METHOD OF SOURCE SELECTION
To properly conduct the statutorily required audit of
the Illinois Power Agency for the year(s) ended June 30, 2009, the audit needs
to begin as soon as possible. Following
internal discussions it was determined we did not have sufficient internal
staff resources to conduct this engagement.
Insufficient time exists to conduct the usual request for proposals
competitive selection process prior to August 26, 2009.
A fair and reasonable price was negotiated with Kerber Eck & Braeckel LLP which has experience with the Auditor General's program and has sufficient staff and expertise to perform this audit and begin work within the necessary timeframe to avoid serious disruption in OAG audit services.
