REASONS FOR USING EMERGENCY METHOD OF SOURCE SELECTION

The engagement needs to begin as soon as possible.  A request for proposal was issued in an attempt to procure these services through a competitive selection process.  However, no proposals were submitted in response to our request for proposal solicitation process.

REASONS FOR SELECTION OF THIS VENDOR

A fair and reasonable price was negotiated with this vendor which has sufficient staff and expertise to perform this engagement and begin work within the necessary time frame to avoid serious disruption in State services.
