INTRODUCTION
The Illinois General Assembly
made appropriations to the Upper Illinois River Valley Development Authority to
replenish draws on the debt service reserve fund backing bonds issued on behalf
of Waste Recovery - Illinois. Expenditures from these appropriations totaled
$294,491 in Fiscal Year 2008 and $283,884 in Fiscal Year 2009. Our special limited scope compliance
examination was limited to these State appropriations and related payments as
authorized by the Illinois State Auditing Act (30 ILCS 5).
Mr. Andrew Hamilton serves as the
executive director of the Authority.
FINDINGS, CONCLUSIONS, AND
RECOMMENDATIONS
There were no material findings
of noncompliance disclosed during our examination.

We
conducted a special limited scope compliance examination of appropriations made
by the General Assembly to the Authority and related expenditures as authorized
by the Illinois State Auditing Act.
