The Health Care Unit (HCU) houses geriatric individuals in custody as well as individuals in custody needing
medical care. The
building will not be able to be cooled without this procurement. There is no other location at
the facility to house these
indivuals as this building provides essential care and services.
Due to a major storm and a resulting loss of electricity, the breaker in the basement of the HCU that supplies
power up to the penthouse
for all of the HVAC/R equipment withstood damage. Due to the age of the breaker,
parts are not readily available. This process to rectify
the situation will not be complete before the summer and
months of warmer temperatures ends.
The selected vendor is the HVAC/Chiller JPMC vendor that has provided services to the facility previously. The
MC does not
cover this service. However, the vendor is charging a rate in line with the rates bid for the master
contract which is lower in
cost than other surveyed vendors with available equipment to meet the current
facility need.

Original Filing – 06/22/2026: FY27, Qtr 1, Item# 4
The Department issued a competitive solicitation to establish a long term contract for the supply of certified
prepackaged halal meals, but during evaluation it identified a significant variance in the scoring that requires
further review. Resolving this discrepancy will extend the procurement timeline beyond the date an award was
originally anticipated and beyond the period covered by the Department's current inventory. Because the
Department is legally obligated to provide meals that accommodate the religious dietary requirements of
individuals in its custody, this emergency purchase is necessary to maintain an uninterrupted supply of certified
halal meals until the review is complete and the long term contract is awarded.
The selected vendor is an existing commissary provider for the Department and has access to a supply of
certified prepackaged halal meals that meet the required dietary specifications. Because the vendor already
makes regular deliveries to Department facilities, it is familiar with the security and logistical requirements of the
correctional environment and can begin delivery without the lead time a new vendor would require. This
combination of immediate access to certified meals and established delivery operations allows the vendor to
meet the Department's need within the limited time available.
The vendor will provide a total of 47,688 cases of certified prepackaged halal meals containing meat, delivered
to Department facilities to meet the religious dietary requirements of individuals in custody. The meals consist of
seven certified menu items: Scrambled Eggs and Pancake, Lubiah Stew, Biryani Chicken, Chicken Thigh with
Rice and Onion, Italian Chicken Rice Lentil, Lentil Stew with Lamb, and Chicken Thighs with Tandoori. The
total cost of this emergency purchase is $1,856,493.90.

5 Emergency Management Agency File Date: 6/28/2026
Original Filing – 06/28/2026: FY27, Qtr 1, Item# 5
Due to the increase in severe weather threats and all other hazards impacting the state, IEMA-OHS must
continue to support our local jurisdictions when hazards exceed their resources and capabilities. To help provide
24/7 support, IEMA-OHS owns 33 cargo/utility trailers, 28 reefer trailers, 5 trailered generators, 3 trailered
storm pumps, 4 trailered sandbag machines, 8 side-by-sides, and nearly 70 million dollars of equipment used for
various efforts, including emergency responses. Despite the growing need to respond with a large quantity of
trailers and specialty equipment, the Agency only owns a small number of trucks, and most of the existing
trucks are already reserved for specific emergency responses, like radiological/nuclear disasters. As such, to
successfully complete its mission, and serve and protect the people of Illinois, IEMA-OHS requires additional
trucks capable of carrying and towing large loads.
Likewise, IEMA-OHS is required to replace vehicles 8 years or older and those with more than 150,000
miles. Currently, the Agency has 28 vehicles that must be replaced for excess age or mileage. Maintaining these
vehicles beyond the 8-year/150,000-mile standard costs the State a substantial amount of money, and it is,
therefore, in the best interest of all stakeholders to replace the Agency’s old, high-mileage vehicles with new
trucks that are suited to meet the Agency’s mission.
The agency tried to acquire vehicles through the releases from CMS Joint Purchase Master Contracts.
Unfortunately, these orders had to be canceled due to manufacturing delays.
Three (3) F150s (see attached quote for specifications)
Four (4) F350s (see attached quote for specifications)
The Agency first attempted to purchase these vehicles using JPMC Master Contracts. When these orders had to
be canceled, the Agency determined an Emergency Purchase should be executed to obtain the equipment. The
minimum requirements that Vendors must meet are to be able to provide newly manufactured vehicles and
deliver to the CMS Garage by July 15, 2026. The Agency reviewed the BEP Portal to determine if any vendors
were registered under the NIGP Codes for these types of vehicles. There were no BEP Vendors for Class 2 or
Class 3 Trucks, and (1) BEP Vendor for Class 1 Trucks. Upon researching this BEP Vendor, Trim's Trucking,
Inc., it was determined that this vendor does not sell newly manufactured vehicles (see supplemental
documentation). At this current time, no certified BEP Vendors are certified under these codes (see
supplemental documentation). The Agency proceeded to call dealerships in the area, including Morrow Brothers
Ford, Sutton Ford, Landmark Ford, Bob Ridings Ford, Jim Xamis Ford, and Heller Ford. The Agency asked all
of these vendors to respond with their available stock that could deliver by July 15 to find the vendor that could
best meet the needs of the Agency. Morrow Brothers Ford, Landmark Ford, Bob Ridings Ford, and Jim Xamis
Ford did not respond with any available vehicles. Sutton Ford responded that they had (1) F-150 and no F-350s
available. Heller Ford responded that they would be able to provide all (4) F-350s and (3) F-150s, and could
deliver to the CMS Garage by July 15, 2026. The Agency determined that they should proceed to contract with
Heller Ford.

6 Environmental Protection Agency File Date: 7/17/2026
Original Filing – 07/17/2026: FY27, Qtr 1, Item# 6
Establishing recycling access and expanding infrastructure has been a priority for the ILEPA and the Governor's
Office. This Administration oversaw the signing of the Paint Stewardship Act, the Battery Stewardship Act, the
Large Events Facilities Act, and the Statewide Recycling Needs Assessment Public Act. All of these Acts
expanded critical recycling infrastructure and access for various products for residents across the State. As
noted from these examples, expanding recycling infrastructure has been a top priority for the Governor's Office
and ILEPA.
Additionally, providing this critical recycling infrastructure is a crucial public safety concern. For example,
disposing of batteries improperly in the trash can lead to fires. An event as recently as June 30, 2026 in Tolono
demonstrated the dangers of disposing lithium ion batteries in the trash which likely led to the garbage truck
catching on fire. Another high profile battery fire is the one in Morris, IL in 2021 that burned an entire
warehouse of batteries that were improperly stored. There are other incidents that have led to fires on garbage
trucks, facilities or landfills due to batteries being stored or thrown out rather than recycled.
Other substances such as hazardous chemicals, electronics, or paint which all have established recycling
streams, get thrown out in landfills by residents of IL due to a lack of education as well. In some extreme cases,
especially in older landfills these products have led to groundwater contamination due to leaching of heavy
metals and compounds from these products. This in effect could poison the only potable water supply for some
of these municipalities.
Therefore, this emergency contract to fulfill the requirements of the ILEPA Recycling Education Program
is critical to the goals of expanding recycling education and infrastructure to the residents of IL. Furthermore
this contract is essential to meet the requirements of the Solid Waste Management Act established in 1986.
Finally, this contract is crucial to protect the health and safety of residents of IL by keeping potentially harmful
substances with established recycling streams out of a landfill.
Without an agreement to continue services, IEPA risks:
1. Noncompliance with the Solid Waste Management Act established in 1986.
2. Direct insubordination with a
Governor's Office Priority to expand recycling education and access to residents.
3. Potential increased
battery fires in facilities, garbage trucks, and landfills
4. Potential contamination and poison of municipal
groundwater as well as other potable water resources.
5. Utter disregard to recycling, reuse, and resource
conservation that Illinois has thus far championed.
ILEPA published an RFP, but it had to be canceled because the solicitation did not provide for consideration of
all factors of significance to the State. Given the current events, the Agency will rebid the RFP. The Agency
cannot afford a lapse in services for this crucial service. Therefore, this emergency purchase is needed.

9 Public Health, Department of File Date: 6/29/2026
Original Filing – 06/29/2026: FY27, Qtr 1, Item# 9
The Department has identified a need for sustained high volume monitoring and survey activities requiring the
deployment of multiple clinical professionals over a defined emergency period. Based on current operational
requirements, the Department estimates the need for approximately 960 total monitoring and survey workdays
across multiple program areas during the emergency period, requiring concurrent deployment of multiple
monitoring teams statewide. The Department is unable to meet the anticipated needs with current State and
contracted staff. A failure to meet these needs will endanger the health and safety of residents and put the
Department at risk of regulatory non-compliance.
Due to the volume, geographic distribution, and immediacy of these requirements, the Department evaluated
vendors based on their ability to rapidly scale operations, provide sufficient qualified clinical personnel, and
initiate services without delay. The Department reviewed available vendors with experience in long term care
monitoring and clinical oversight services.
The Department determined that the selected vendor was able to meet the full scope of required services,
including the level of staffing and operational capacity necessary to support concurrent statewide deployment.
The magnitude and urgency of the requirement did not allow sufficient time to conduct broader outreach,
segment the work for multiple awards, or establish subcontracting arrangements with Business Enterprise
Program certified vendors without delaying critical monitoring services and increasing risk to resident health and
safety.
The vendor shall provide qualified Health Facility Surveillance Nurses, Developmental Disabilities surveyors, and
associated clinical professionals to support immediate deployment. Services shall include both monitoring of
high-risk facilities and completion of overdue complaint and incident surveys within the ICF IID program.
Monitoring and survey activities shall be initiated based on Department identified risk indicators, including but
not limited to high level deficiencies, complaint backlogs, incident investigations, quality of care concerns,
licensure actions, or other conditions requiring intervention.
Services to be provided include
• Conduct unannounced on site monitoring visits and complaint or incident investigations at long term care
facilities and ICF IID facilities as directed by the Department, including evenings, overnight hours, and
weekends
• Observe facility operations, including staff and resident interactions, to assess delivery of care and
services
• Review facility and resident records to evaluate compliance with State and Federal requirements
•
Complete overdue complaint and incident surveys within the ICF IID program in accordance with applicable
regulatory requirements
• Identify and document areas of noncompliance, decline, or improvement in facility
performance
• Immediately notify the Department of any conditions that pose a risk to resident health, safety, or
welfare
• Communicate observations and concerns to facility designated representatives as appropriate
• Submit
written monitoring and survey reports within 24 hours of each visit in a format acceptable to the Department
•
Provide ongoing monitoring and survey support based on Department direction until stabilization of identified
conditions
The vendor shall provide sufficient staffing and operational support to meet the increased volume of monitoring
and survey activities, including the ability to deploy multiple teams simultaneously across various locations
statewide during the 90-day emergency period.

OSFM has hired for the following roles and each role must have a vehicle. Those positions include:
1 Elevator Inspectors
1 Fire Certification Specialist
1 Chief Operating Officer
1 Director of Fire Service Outreach
OSFM was able to fill the roles timely and the master contracts available would need time for delivery, and we

Explorers.
OSFM reviewed the two master contracts that have SUVS as an option. 22-416CMS-BOSS4-P-41049 is for
police pursuit SUVS and the other master, 24-416CMS-BOSS4-P-63043, is for electric SUVS.
OSFM thought it would be best to seek quotes from other vendors to see if we could find a better price, and we
did. Morrow Brothers, Landmark, and Bob Ridings was contacted. Landmark responded (via email, please see
comm. in file) and stated that they have 0 hybrid/flex fuel on their lot. We then contacted Landmark (via email,

The facility does not have an on-site pharmacy, it is necessary to solicit bids to ensure the continuity of
pharmaceutical services. The current vendor, JHC Acquisition Inc. dba Omnicare of Northern Illinois, was the
sole respondent to the original solicitation (Bid - B-1569) and has been providing reliable service, including six-
day-per-week medication deliveries and the use of their medication carts, and they have been providing the
medication for the residents for 5 years until our contract expired 9/23/2025. Omnicare was the only vendor
that could provide the necessary services and medication needed without any disruption in services. We are
requesting to continue with this vendor under an emergency contract to avoid jeopardizing the health and safety
of the veterans at the Illinois Veterans' Home Chicago. This temporary contract will remain in place only until a
new competitively awarded contract is finalized, at which point it will be canceled.

The need for this emergency purchase arose because the current IWAP service arrangement is nearing
expiration, and there is insufficient time to complete a competitive procurement process before services must
continue. An interruption in IWAP services would negatively impact program participants and disrupt critical
program operations. In addition, the agency is currently conducting an internal IDVA audit of IWAP services to
evaluate program operations and requirements. The results of this review are being used to assist in the
development of a new IFB solicitation for the long-term administration of the program. Because the audit and
resulting solicitation development are still in progress, the agency requires a short-term emergency purchase to
maintain uninterrupted services while completing the review and preparing a competitive procurement. This
approach ensures continuity of services and supports the agency's efforts to establish a comprehensive and
competitive long-term contracting solution.
llinois Warrior Assistance Program (IWAP) is a warm helpline and high touch holistic resource navigation and
case management
service providing information, resource referrals and support to Illinois Veterans, their
families and caregivers experiencing
emotional challenges associated with PTSD, mild TBI, Military sexual
trauma, stress, anxiety, depression, addiction and
substance abuse, and overall emotional wellness. The
program has toll-free resource and referral line with access to IWAP
consultants to provide telephonic
assistance for eligible Veterans and their family members. The agency is seeking to contract
with a vendor to
provide referral, care coordination, counseling, psychotherapy, and where appropriate, facilitate prescription
coverage for behavioral health medications and other support services for eligible veterans and their family
members who are
seeking counseling related to their military service and associated transitional challenges.
The focus is on veterans returning
from Iraq and Afghanistan and their families, although assistance to
veterans of other conflicts is also available through IWAP.
IWAP's intent is not to replace existing service for
veterans, but to supplement them where gaps currently exist due to
increased demand. IWAP will provide a

This vendor was selected because it is an existing, registered, and certified State of Illinois vendor that is
qualified to provide the required rock salt. This vendor was able to meet the agency's immediate need for the
required quantity within the necessary time-frame while offering pricing that was considered affordable under
the current market conditions. Selecting an established State of Illinois vendor allowed CMS to secure the
available supply promptly and avoid the risk of further supply constraints or increased pricing associated with
delaying the purchase.
The vendor shall provide and deliver bulk rock salt directly to each governmental unit location specified by
CMS. Deliveries shall be made in accordance with the quantities and delivery requirements established for each
location. The vendor shall invoice each governmental unit location separately for its actual quantity received and
corresponding share of the total cost of the rock salt supplied.
CMS evaluated the availability of rock salt and determined that an immediate purchase was necessary to secure
available supply while favorable pricing remained available. Given the limited availability of rock salt and the need
to act quickly to maintain an adequate supply, CMS sought to obtain the material from an existing State of
Illinois registered and certified vendor capable of meeting the agency's immediate needs. The agency considered
the availability, price, and ability to provide the required quantity within the necessary time-frame in determining
the source of the purchase. Due to the time-sensitive nature of the market and the risk that the available supply
and pricing could be lost if the agency delayed procurement for a traditional competitive solicitation, CMS
determined that the emergency purchase represented as much competition as was practicable under the
circumstances.
The vendor stated that they will be utilizing the same subcontractors as those listed under the original rock salt
bid # B-52513. This would include the BEP subcontractors as well with a total BEP goal of 3%. They are as
follows:
CLK Systems, Inc. --- 1%.
Five Star Hauling, Inc. --- 1%.
Truck King Hauling Contractors, Inc. --

HFS requires uninterrupted quality improvement and utilization management services to support federally
required Medicaid review functions. These services include medical-necessity determinations, prior authorization
and utilization review, quality-of-care review, and related provider support.
An emergency contract is
necessary to prevent a lapse in these time-sensitive services while HFS completes the competitive procurement
and transition to a long-term contract.
Keystone Peer Review Organization, LLC, an Acentra Holdings, LLC entity, was selected because it is currently
performing these services and can continue operations immediately without a transition period. The vendor has
the established personnel, systems, processes, and program knowledge necessary to prevent a disruption in
critical Quality Improvement and Utilization Management Services.
Selecting a different vendor for this short-term emergency period is not operationally feasible. A new vendor
would need sufficient time to complete implementation, establish system access and data connections, transfer
required information, train staff, and validate operational readiness before assuming responsibility for the
services. Those activities cannot be completed before the current contract expires without creating a substantial
risk of service disruption.
For that reason, the current vendor was selected to maintain uninterrupted services during the limited
emergency term while HFS completes the competitive procurement and transitions to the resulting contract.

The Illinois Department of Natural Resources (DNR) requires Emergency Services at Horseshoe Lake State
Park located in Madison County. The Agency has identified a major roadway failure located on the causeway
which crosses the lake from the main Park area, which provides the only access to the campground. The failure
occurred when poorer-than-expected soils were encountered during excavations for a pump station
replacement project located along the causeway. As the adjacent soils were being excavated, extreme pumping
of the underlying causeway soils occurred, causing it and the road to partially collapse. Excavation was halted,
however emergency stabilization measures in the form of steel sheet piling installation are needed in order to
prevent further failure of the causeway, to allow the project to resume, and to allow the causeway to be safely
reopened to the public (Illinois Procurement Code - 30 ILCS 500/20-30 – Criteria A & B).
Supplies to be
provided are (44) sections of PZC-18 interlocking steel sheet piling and (4) 90 degree connectors all at 40 feet
long. The steel will be delivered to the site, and then installed separately by the contractor. This purchase is for
materials only, and does not include installation.
DRL Sales, Inc., (BidBuy Vendor ID V00007083) has been identified as a dependable local Small Business
Vendor with the means to acquire and deliver the needed materials immediately upon authorization. Given the
Emergency Criteria on this project, the Agency has identified DRL Sales, Inc. as best suited to provide the

The Illinois Department of Natural Resources contacted three contractors to identify a solution for water
infiltration at the six (6) failed historic dormer windows at the Black Hawk State Historic Site. However,
Renaissance Restoration, Inc. was the only contractor available to mobilize quickly, assess the situation, provide
a cost proposal, and begin work immediately. Renaissance Restoration, Inc. is a known contractor that has
previously worked with multiple State Agencies (including the DNR) to perform repairs and restorations at
Illinois Historic Sites.
Finding a contractor qualified to work on historic structures is challenging and often costly due to the
specialized expertise required. The cost proposals received from Renaissance Restoration, Inc. are reasonable
given the difficult site access, the deteriorated condition of the historic windows, and the regional context.
Additionally, Renaissance Restoration, Inc. is uniquely familiar with the unforeseen conditions discovered (more
extensive water‑infiltration damage than anticipated) and the specialized repair and restoration approach
approved by the State Historic Preservation Officers.

The Agency has continued the required courier services through emergency procurements while completing a
long term competitive solution. The Illinois Department of Public Health issued Invitation for Bid 26-482DPH-
PREPD-B-51637, Illinois Department of Public Health Stockpile Warehouse, with a bid opening date of May 20,
2026. The procurement has progressed through bid opening and is currently completing required vendor
disclosure documentation prior to award.
The Stockpile Warehouse procurement is intended to address the
logistical transportation requirements currently being provided through the separate courier service. Once the
resulting warehouse contract is executed and operational, the Agency anticipates that the separate courier
service will no longer be required.
The existing emergency courier arrangement will expire before Bid 26-
482DPH-PREPD-B-51637 can be completed, awarded, and transitioned to operations. An additional emergency
period not to exceed 90 calendar days is therefore necessary to prevent an interruption in statewide courier and
logistical transportation services during this transition.
The Agency anticipates that the requested 90 day
period will provide sufficient time to complete the remaining procurement requirements, execute the Stockpile
Warehouse contract, and transition the applicable services. The emergency purchase is limited to maintaining the
existing courier services during that period.
Fortune Carriers Inc. will provide statewide courier and logistical transportation services necessary to support
continuity of Illinois Department of Public Health operations during the emergency period.
Services include
scheduled and same day transportation, emergency response delivery support, secure handling and chain of
custody of public health related materials, and transportation of temperature sensitive materials utilizing Agency
provided portable vaccine freezers when required. Services include transportation between Illinois Department
of Public Health offices, laboratories, healthcare facilities, local health departments, storage facilities, and other
locations necessary to support statewide public health operations.
Services will be provided on an as needed
basis during the emergency period and are limited to those necessary to maintain existing operations until the
competitive Stockpile Warehouse procurement, Bid 26-482DPH-PREPD-B-51637, is completed and the
resulting contract is operational.

The current emergency contract for warehousing and logistics support of the Illinois Department of Public
Health's emergency medical
cache expires on August 6, 2026. A competitive Invitation for Bids (1FB 26-
482DPH-PREPD-B-51637) has been issued and is currently in
the bid evaluation stage; however,the
competitive procurement cannot be completed, awarded, and transitioned before the expiration
of the current
emergency contract.
Without continued warehouse operations, the State would be unable to ensure uninterrupted storage of
emergency medical
equipment, pharmaceuticals, and supplies under the environmental, security, and regulatory
conditions required by federal
preparedness standards, including Current Good Manufacturing Practices
(cGMP). Any interruption in these services would jeopardize
inventory integrity, emergency response
readiness, and the State's ability to rapidly deploy critical medical assets during a public health
emergency.This
emergency procurement is limited to the period reasonably necessary to complete the ongoing competitive
procurement and transition to the resulting contract, consistent with 30 ILCS 500/20-30.
Agiliti Health Inc. was selected because it is the current provider of compliant warehousing and logistics
services for the Illinois
Department of Public Health's emergency medical cache and is currently maintaining
custody of the State's emergency medical
equipment, pharmaceuticals, and supplies. The vendor's facility
meets the environmental, security, and operational
requirements necessary to maintain these assets in
compliance with applicable federal standards, including Current Good
Manufacturing Practices (cGMP),
Selecting the current provider avoids the immediate relocation of federally regulated medical assets while the
competitive
procurement is being completed. Transferring the cache to another facility before completion of
the competitive procurement
would create unnecessary operational risk, increase the potential for disruption of
environmental controls and inventory accountability, and reduce the State's emergency response readiness. This
emergency procurement is limited to maintaining
uninterrupted operations until the competitive procurement is completed and the resulting contract can be
implemented.

31 Public Health, Department of File Date: 7/28/2026
Original Filing – 07/28/2026: FY27, Qtr 1, Item# 31
The Illinois General Assembly enacted Article 257 of Public Act 104 during the final days of the 2026 legislative
session, creating a new statutory requirement directing the Illinois Department of Public Health to develop and
submit a comprehensive report to the Governor and General Assembly by January 31, 2027. The Act became
effective on July 1, 2026, leaving the Department with approximately seven months to complete a complex
statewide assessment requiring extensive research, stakeholder engagement, data collection, policy analysis, and
preparation of a comprehensive report.
During this same period, Illinois is facing significant uncertainty resulting from recent federal policy changes
under H.R. 1 and continued financial pressures affecting hospitals and health care providers throughout the
State. These conditions create an immediate need for objective, evidence based analysis to evaluate the potential
impacts on State finances, health care access, hospital sustainability, workforce capacity, and the continuity of
essential health care services, particularly in rural and underserved communities.
The project work plan requires approximately twenty eight weeks to complete. Conducting a standard
competitive procurement would substantially reduce the time available to perform the work required by statute,
creating a significant risk that the Department would be unable to complete the report by the legislative deadline.
Any delay would also postpone the availability of critical information needed by the Governor and General
Assembly to evaluate the fiscal and policy implications of changing federal funding, assess risks to the Illinois
health care system, and consider strategies to reduce the potential for additional hospital service reductions or
closures.
Immediate procurement is therefore necessary to ensure compliance with the statutory mandate and to provide
State leadership with timely, evidence based information needed to support policy and budget decisions affecting
the health care system and the residents of Illinois.
The contractor shall provide professional research, policy analysis, and consulting services to assist the Illinois
Department of Public Health in fulfilling the requirements of 20 ILCS 2310/2310-716 by developing the
statutorily required report for submission to the Governor and the General Assembly no later than January 31,
2027.
Services shall include, but are not limited to:
• Project initiation, project management, and development of a
comprehensive project work plan.
• Coordination with the Illinois Department of Public Health, other State
agencies, stakeholders, health care providers, and subject matter experts.
• Development of project governance,
stakeholder engagement strategies, meeting schedules, and data governance protocols.
• Collection, aggregation,
validation, and analysis of health care, demographic, epidemiological, utilization, workforce, financial, and other
relevant data from State agencies and other appropriate sources
• Assessment of patient access to health care
services throughout Illinois, including evaluation of geographic, economic, and demographic barriers to care.
•
Evaluation of the current and projected financial stability of hospitals and other health care providers, including
analysis of factors that may contribute to reductions in services or facility closures, particularly in rural and
underserved communities.
• Analysis of the potential impacts of recent federal legislation, including H.R. 1, on
Illinois' health care delivery system, Medicaid and other health care funding, provider reimbursement, hospital
operations, and the State's fiscal obligations.
• Review and evaluation of applicable State and federal statutes,
regulations, waiver programs, and health policy initiatives affecting health care access, quality, financing, and

Annual preventative maintenance (PM) needed for fourteen (14) DNA instruments - 3500 genetic analyzers and
7500 quantitative PCR systems.
We do not currently have a service agreement contract that would cover the required PM for these
instruments. Two of the fourteen are overdue by two days for their annual PM - Springfield Laboratory's two
(2) Life Technologies 3500 genetic analyzers. The other twelve (12) must have their annual PM completed in
August as well, otherwise all 14 instruments will be placed out-of-service. All DNA testing performed at the
Illinois State Police forensic science laboratories must use the 3500/7500 instruments, so DNA casework will be
suspended at two of the largest laboratories (Springfield and Chicago) and a high-throughput laboratory
(Decatur) until the PMs are completed.
DNA casework will be suspended because Illinois State Police forensic science laboratories must conform with
the Federal Bureau of Investigation (FBI) DNA Quality Assurance Standards (QAS) accreditation requirements
to use the national DNA database (CODIS). In the DNA QAS, the 3500 genetic analyzers and 7500 quantitative
PCR systems are designated as "critical equipment or instruments" that must undergo annual performance
checks. The previous performance checks for these instruments were completed in August 2025, so they are
now due for their 2026 PM.
Timely completion of these performance checks is essential to ensure the instruments continue to operate within
validated performance parameters and output accurate analytical results. In addition, noncompliance with the
DNA QAS requirements jeopardizes ISP's laboratory accreditation. A lapse in accreditation for the ISP forensic
science laboratories must not occur because, after 30 continuous years of maintaining accreditation, a lapse
would be perceived by the criminal justice system as a negative statement about the quality of the laboratory
system. This would immediately undermine the credibility of the Forensic Biology/DNA section’s work and the
acceptance of laboratory results in Illinois courts. Most importantly, ISP administers the FBI CODIS/National
DNA Index System (NDIS) for the state of Illinois. According to established FBI policy and federal law, ISP
must remain accredited to use this national DNA database and administer the program for the entire state. DNA
analytical operations will be suspended if the ISP forensic science laboratories lapse in accreditation, leaving
thousands of serious crimes unanalyzed and the offenders unidentified.
Due to our six year contract with Remi Holdings (Remi) expiring last month, both the manufacture
(ThermoFisher) and Remi were contacted to determine if they could provide PM-only quotes for the 14
instruments. Remi provided the lower cost quote for the request - $26,347.36 less expensive than
ThermoFisher. Additionally, Remi was the vendor that provided the expired maintenance service agreement
contract so the laboratories already have a working relationship with their service technicians. During the term
of the now expired maintenance service agreement contract, Remi was responsive and no issues with their
services were reported.

Both the manufacture (ThermoFisher) and Remi were contacted to determine if they could provide PM only
quotes for the 14 instruments.
ThermoFisher was contacted on 7/21/26 to inquire if they offer PM only. On
7/22/26 we were informed that they do not provide PM only and only offer it through a annual service
agreement. Then on 7/24/26 we were told that they would off PMs only. On 7/27/26 they were sent the
Make/Model/Serial #/due dates. On 8/4/26 a follow up was sent to ThermoFisher to inquire on the status of the
quote. They replied asking for confirmation on one of the serial numbers. On 8/5/26 the corrected serial number
provided.ThermoFisher provided a quote, $95,472.36, that was $26,347.36 more expensive than the one from
Remi.
Remi was contacted on 7/23/26 to inquire if they offer PM only. On 7/24/26 they said they can and
asked for the Make/Model/Serial number for each instrument. On 7/27/26 they were sent this information as
well as the due dates and asked again for a PM only quote. They replied that they would see if they could get us
a PM only quote and they usually only offer full service quotes. On 7/31/26 they reached out to let us know
they were still working on getting the quote. We followed up on 8/4/26. On 8/5/26 they apologized for the delay
and let us know that they had some new tech issues but supplied us with a full service quote and informed us
that a PM only quote was still being worked on. Later on 8/5/26 the PM only quote was received at a cost of
$69,125. For the 14 instruments, this is $4,937.50 per instrument. This is reasonable because the cost per
instrument in a year from the expired firm-fixed price contract, which included annual PM and any emergency
repair, was $5,994.

34 State Police, Illinois File Date: 8/21/2026
Original Filing – 08/21/2026: FY27, Qtr 1, Item# 34
The Rockford Forensic Science Laboratory currently has two (2) 7500 analytical instruments that are both
experiencing repeated fatal errors, causing each instrument to halt mid run and become inoperable. These
instruments are essential for the timely processing of forensic casework, including evidence analysis directly
tied to criminal investigations and public safety. Their failure has already caused significant delays in active
casework as well as in required proficiency testing for laboratory personnel.
The two 7500 instruments are critical components of the forensic testing workflow that supports criminal
investigations, court proceedings, and other public safety functions. Their current outages have halted essential
analyses, creating a serious disruption to mandated forensic services that the State is required to provide.
Without immediate onsite evaluation and repair by a qualified technician, the laboratory will be unable to produce
timely and legally required analytical results, which may delay active investigations, impact judicial processes,
and hinder the State’s ability to maintain reliable forensic operations.
Urgent emergency services are therefore necessary to restore both instruments to operational status and
prevent continued disruption of critical state services that directly affect public health, safety, and the criminal
justice system. The repairs are essential to ensure continuity of forensic casework and proficiency testing, both
of which are fundamental to the State’s ability to support law enforcement and uphold public safety
responsibilities.
Remi Holdings,LLC through SeqGen will provide on‑site diagnostic, troubleshooting, and repair services for
both 7500 instruments. This includes evaluating the source of the fatal errors, performing necessary
maintenance and component replacements, restoring the instruments to full operational status, and verifying
performance to ensure they meet required forensic testing standards.

35 State Police, Illinois File Date: 7/1/2026
Original Filing – 07/01/2026: FY27, Qtr 1, Item# 35
The Illinois State Police (ISP) Forensic Sciences Command requires continued access to Foray, LLC’s Digital
Asset Management System (DAMS) to prevent serious disruption to forensic casework operations. The ISP
Latent Prints and Footwear/Tiretrack disciplines rely on this system to capture, store, and manage digital
evidentiary photographs and images in a secure, auditable environment. Without continued access, ISP would be
unable to work cases, compromising the integrity of the criminal justice system and the agency’s statutory
obligations. ISP was directed by the CPO’s office to conduct an RFP for Digital Asset Management System
services following a hearing regarding sole source justification. ISP is actively preparing that RFP; however, the
competitive procurement process cannot be completed before the current contract term expires. This
emergency purchase will bridge the gap between expiration of the existing Foray contract and the anticipated
award of a new contract under the forthcoming RFP.
ISP has contracted with Foray, LLC for Digital Asset Management System services under a series of sole
source contracts and renewals (most recently P-83173, covering July 1, 2025 through June 30, 2026).
Following a CPO hearing on the sole source justification, ISP was directed to conduct a competitive
procurement (RFP) to open the market for DAMS services beyond Foray. ISP has been preparing the required
RFP, but the complexity of the technical requirements and the RFP development timeline have made it
impossible to complete the competitive process before the current contract term expires on June 30, 2026.
Because the DAMS is mission-critical to daily forensic casework, and an interruption in access would prevent
examiners from documenting, processing, or retrieving evidentiary images, ISP requires an emergency
extension to maintain continuity of services while the RFP proceeds to award.
Foray, LLC is the incumbent provider of the DAMS currently in use by ISP. Transitioning to an alternative
system requires data migration, retraining, LIMS/ABIS integration, and validation, a process that cannot be
completed within the timeframe of this emergency period. No alternative vendor can provide immediate
continuity of the existing operational environment. Foray is selected solely to bridge operations during the
competitive RFP process currently underway.
ISP contacted Foray, LLC as they are the source capable of providing uninterrupted access to the existing
Digital Asset Management System environment during the emergency period. The nature of this emergency
requires continuity of the specific software system currently in use, including all integrated case data,
LIMS/ABIS integrations, and examiner workflows. No alternative DAMS vendor can provide equivalent
operational access on an emergency basis without a data migration, system implementation, and validation
period that would itself cause the disruption this emergency purchase is intended to prevent. ISP is currently
preparing a competitive RFP for Digital Asset Management System services, as directed by the CPO's office
following prior sole source hearing. That competitive process will provide the full market opportunity for
alternative vendors.

37 Toll Highway Authority, Illinois State File Date: 8/5/2026
Original Filing – 08/05/2026: FY27, Qtr 1, Item# 37
Roadway sweepings are defined as non-hazardous shoulder debris collected primarily by sweeper trucks. Due
to the variety and large quantity of debris within these sweepings, they cannot be disposed of via normal waste-
hauling services. Removal of these sweepings is a matter of safety for the Tollway, protecting motorists from
debris being propelled by passing vehicles. Since December 2014, the Tollway has had a contract in place to
haul away sweepings at each maintenance site. The most recent IFB was with Independent Recycling, Inc.
which began in 2021 with a three-year initial term and a possible four-year renewal term. The contract was
renewed for one year beginning in December 2024. A renewal for the remaining three years was sought in
2025. Due to internal issues, the contract was not renewed in time and the contract expired in December 2025.
An IFB was drafted but the Tollway needed to have pickups of the accumulated sweepings. A small purchase
with emergency conditions (SPEC) contract was executed in April 2026 ending in July 2026. The IFB draft
was changed to a Joint Purchase with the Tollway and Illinois Department of Transportation. This new IFB is
still in process; therefore, a formal emergency procurement is now required.
The Tollway had a small purchase with emergency conditions contract that ended July 2026. The Tollway is
currently preparing a Joint Purchase with IDOT to supply sweepings removal services in the future. This
contract has not been finalized leading to this emergency procurement request.
Independent Recycling Services, Inc. has supplied the Tollway with 'Roadway Sweepings Pickup and Disposal

Original Filing – 08/17/2026: FY27, Qtr 1, Item# 40
The Bureau’s previous contract with Arch Equipment for large-scale inspection trucks was canceled after the
vendor failed to meet the required contract specifications. As a result, the Bureau utilized appropriated FY26
funding to purchase two cab-and-chassis units to address the ongoing need for large-scale inspection vehicles.
The Bureau is now requesting approval to utilize FY27 funding to purchase and install two van bodies and crane
systems on the cab-and-chassis units purchased in FY26. The van bodies and cranes are necessary components
of the large-scale inspection vehicles and will provide the structure, storage, and lifting capability required to
safely transport and deploy the Bureau’s inspection equipment, including large-capacity test weights. Additional
specialized inspection equipment and final vehicle outfitting will be completed as necessary to place the vehicles
into service. Once completed, these vehicles will be used to conduct large-capacity scale inspections required
under the Illinois Weights and Measures Act (225 ILCS 470/10). These inspections are essential to ensuring the
accuracy and compliance of commercial weighing devices throughout the State of Illinois and maintaining the
Bureau’s ability to provide timely inspection services statewide.
In 2021, the Illinois Department through an IFB, sought to procure four large chassis trucks. Arch Equipment
won the bid for the four large trucks , with the contract number 21-406AGR-PROC4-P-23438, which was
canceled recently. Despite the clear specifications that the vendor bid on, when the vehicles were delivered ,
they were not up to the standards, based on the contract specifications. By canceling the contract, the
department had over $ 450,000.00 left in FY 26, which were used to purchase cab and chassis, contract
number 26-406AGR-AGIND-P-98826. In order to finish the whole product and install the van bodies and crane
systems, the agency declared another emergency, on 08/17/2026.
Nomad Equipment was selected as the vendor because it was one of the only vendors able to install the required
specifications. Many other vendors were contacted to see if they could supply the same specifications, but
were not able.

The Bureau of Meat and Poultry, Animal H and W, and Land and Water has grown in staff tremendously, due to
the required inspections. The bureau has hired many new field inspectors, who need to go out in the field and
inspect f throughout the State of Illinois. In addition, 13 Vehicles have been retired due to different mechanical
issues, such as having their engine blown or being extremely old and not reliable. Combining both reasons, the
hire of the new inspectors and the retirement of the old vehicles, the bureau needs new vehicles very quick, so
inspectors can go in the field to inspect products and at the same time to collect fees from the inspections,
which are used to generate revenues for the Illinois Department of Agriculture and the State of Illinois as a
whole. Inspectors have been reluctant to use their own vehicles for inspections, since it puts a toll on their
vehicles, due to the high mileage that the inspectors have to travel throughout the State of Illinois.

The purpose of this emergency is to establish a joint master master contract to enable the Illinois Department of
Transportation (IDOT) locations that did not receive a quote under the original bid to purchase bulk rock salt for
CY26-27.
This procurement was previously bid under B-52513 for 905 locations. CMS did not receive a bid for 260 of
the 905 locations. We usually have 3 major rock salt suppliers that submit quotes, but this year 1 of those
suppliers chose not to submit a quote. This major supplier choosing to not submit a quote left a void in our bid,
that the other two major suppliers could not fill. The other circumstance that is becoming apparent is that the
supply of rock salt is and will be limited this year due to the harsh winter last season that spread from the
Midwest all the way to the east coast.
The vendor shall provide and deliver bulk rock salt directly to each IDOT location specified by CMS. Deliveries
shall be made in accordance with the quantities and delivery requirements established for each location. The
vendor shall invoice each IDOT location separately for its actual quantity received and corresponding share of
the total cost of the rock salt supplied.

45 Corrections, Department of File Date: 8/28/2026
Original Filing – 08/28/2026: FY27, Qtr 1, Item# 45
Prior to initiating this emergency purchase, the Illinois Department of Corrections (IDOC)has been working
through the contractual and procurement requirements necessary to determine whether continued commissary
coverage could be accomplished through extensions or additional amendments to the existing arrangements. The
Department was ultimately unable to obtain the necessary continued contractual coverage through that
approach, requiring IDOC to pursue an alternative means of maintaining commissary operations while
development of the long-term competitive procurement continued.
At the same time, the Department continued evaluating the appropriate procurement method and structure for
establishing a sustainable statewide commissary contract. Various competitive procurement approaches were
considered, each presenting potential advantages and limitations based upon the Department’s operational
requirements, the available vendor market, the method of evaluation, statewide distribution needs, product
availability, and the process necessary to establish and maintain a consistent catalog of correctional-approved
products.
Statewide commissary operations present requirements that extend beyond the procurement of individual
commodities. The resulting contract must support multiple correctional facilities, substantial product volumes,
statewide distribution, inventory continuity, and access to food, hygiene, personal care, and other authorized
products that satisfy applicable Department safety, security, and operational requirements.
Consequently, the Department needed to ensure that the selected procurement structure would result in a
contract that could be successfully implemented and sustained rather than moving forward with a procurement
method that did not adequately address those requirements.
The additional time necessary to evaluate these considerations, determine the appropriate procurement approach,
and develop the resulting solicitation extended beyond the period during which commissary operations could
continue without contractual coverage. Suspending or interrupting commissary services during this process was
not operationally feasible due to the need to maintain consistent access to approved products throughout
Department facilities.
Following this analysis, IDOC has determined its long-term procurement approach and is
finalizing a Request for Proposals for a competitively procured statewide commissary contract. Emergency
purchasing authority is therefore necessary as an interim measure to maintain uninterrupted commissary
operations and a consistent supply of approved products while the competitive procurement is completed and
the resulting long-term contract is implemented.
The Vendor will provide approved commissary items that will allow for the continued sales of food, clothing,
health/beauty, sundries and electronics to individuals in custody and Correctional Facility Employees.

46 Corrections, Department of File Date: 8/28/2026
Original Filing –08/28/2026: FY27, Qtr 1, Item# 46
The Illinois Department of Corrections needs a vendor(s) that is able to provide needed commissary items to the
Illinois Department of Corrections for its Individual in Custody and Correctional Facility Employees.
The Department selected this vendor because it can immediately continue providing commissary products from
an established catalog that has already been reviewed, tested, and verified by IDOC for compliance with
applicable correctional safety, security, and operational requirements.
Product approval is a significant consideration within a correctional environment. Items intended for distribution
within Department facilities must be evaluated to determine whether they are appropriate for use by individuals
in custody and within secure institutional settings. The selected vendor currently maintains an established
product list containing items that have already completed this review process, allowing commissary operations
to continue without requiring the Department to initiate a new product-validation process during the emergency
period.
Selection of a different vendor would require IDOC to review the proposed vendor’s product catalog and
conduct the testing and approval necessary before those products could be introduced for statewide
commissary use. Depending upon the number and type of products proposed, that process could require several
months to complete. Undertaking a full catalog transition during the emergency period could therefore delay
implementation of replacement services and create a substantial risk of interruption in the availability of approved
commissary products.
In addition to maintaining an approved product catalog, the selected vendor possesses the supply-chain,
inventory, distribution, and logistical capabilities necessary to support commissary operations across
Department facilities statewide. These existing capabilities allow the vendor to meet the Department’s immediate
requirements without the implementation period that would accompany establishing a new vendor, validating a
new product catalog, and transitioning statewide operations.
Based upon the immediate operational need, the
importance of maintaining access to previously approved products, the time required to evaluate and approve an
alternative product catalog, and the need for statewide distribution capability, the Department determined that
selection of this vendor represented the most practicable means of maintaining continuity of commissary
services during the emergency period.
This emergency selection is limited to maintaining necessary interim coverage while the Department completes
its competitive procurement for a long-term statewide commissary contract and is not intended to predetermine
the outcome of that competitive procurement.

without the implementation period that would accompany establishing a new vendor, validating a new product
catalog, and transitioning statewide operations.
Based upon the immediate operational need, the importance of
maintaining access to previously approved products, the time required to evaluate and approve an alternative
product catalog, and the need for statewide distribution capability, the Department determined that selection of
this vendor represented the most practicable means of maintaining continuity of commissary services during the
emergency period.
This emergency selection is limited to maintaining necessary interim coverage while the
Department completes its competitive procurement for a long-term statewide commissary contract and is not
intended to predetermine the outcome of that competitive procurement.
The Vendor will provide approved commissary items that will allow for the continued sales of food, clothing,
health/beauty, sundries and electronics to individuals in custody and Correctional Facility Employees.

IDOC is in the process of completing a cooperative participation procurement to secure the long-term contract
associated with NASPO ValuePoint for Inmate Communications. IDOC continues to have need of a
comprehensive, electronic, service delivery system for individuals in custody. The system includes components
related to self development, education, friends/family contact, grievance tracking, entertainment, and
administration communication. IDOC requires a contractor to meet the agency's needs to deliver individual in
custody content, streamline offender communications, and provide higher education electronically in an efficient
manner that is sustainable and durable under a myriad of ever-changing circumstances.
Currently, IDOC is utilizing services from a competitively procured, NASPO ValuePoint cooperative vendor,
Inmate Calling Solutions, LLC. Once a new UPP Participation contract is completed, the emergency contract
will be terminated.
ICSolutions offerings were determined to be most advantageous to the state due to lower calling (22% savings)
and video visitation rates (40-60% savings) for the entire IDOC population, flexible streaming rates (as opposed
to flat fees) for content consumption, the comprehensive nature of the service offerings, technical oversight and
installation of the IT infrastructure and new tablet distribution to all individuals in custody at no cost which
represents a significant overall cost savings to the State of Illinois and the individuals in custody.
The vendor provides a comprehensive, electronic, service delivery system for individuals in custody. This
system includes components related to self development, education, friends/family contact, grievance tracking,
entertainment, and administration communication.

Original Filing – 08/27/2026: FY27, Qtr 1, Item# 51
The Bureau of Accreditation, Licensure and Certification (BALC) requires five (5) qualified, surveyors to
conduct surveys for licensure and certification of Community Integrated Living Arrangements (CILAS),
Community Day Services (CDS) and Community Mental Health Centers (CMHC).
Without this contract
BALC will be unable to address the backlog of its CILAs, CDS and CMHC surveys to ensure the health and
safety of individuals are maintained.
A change order was attempted to extend the competitively secured contract PO-77257. That change order was
not processed in time due to recent staff changes and the contract expired 6/30/26. A Small Purchase with Sole
Source conditions was processed on PO-100959 for a total of $99,976; however that funding is exhausted. An
emergency contract is needed to continue services while a new Invitation for Bid process begins.
A break
in services will be detrimental to the health and safety of the individuals residing in and participating at these
facilities.
Highgate Management Solutions was the awarded vendor on the previous Invitation for Bid and is familiar with
the work required by the Department of Human Services (DHS). They have worked exclusively with BALC on
the surveying project. They are able to immediately produce the specialized trained staff to continue and fortify
the workload needed. Staff have educational backgrounds of a Bachelor's or Master's degree in the field of
Human Services. Also, staff are credentialed as Qualified Intellectual Disabilities Professionals (QIDPs). QIDPs
must complete 40-hour training and have one or more years of direct experience with the ID/DD population.
Staff from Highgate have also cleared all background checks (CANTS, HCWR, etc.) required for employment.
It would take 3-6 months or longer for DHS to train new staff. Because these services are currently
needed, DHS needs to contract with this vendor.
The surveyors will be either
Qualified Intellectual Disabilities Professionals (QIDP) qualified or individuals who hold a valid, current
validation from the Illinois Division of Developmental Disabilities as a Certified QIDP. Surveyors will be
assigned to conduct surveys in either the Northern or Southern half of Illinois. Without the additional staff from
this contract BALC will be unable to address the backlog of its CILAs, CDS and CMHC surveys to ensure the
health and safety of individuals are maintained.
Per 210 ILCS 135/4 Community-Integrated Living Arrangements Licensure and Certification Act, DHS BALC
must ensure residents are protected and receiving appropriate services. CDS's are covered under the
Developoental Disabilities and Mental Disabilities Services Act, 20 ILCS 1705. CMHC's are governed by the
Community Mental Health Act, 210 ILCS 170.

Bridge 821 sustained an unforeseen vehicular impact that damaged a primary structural member. The damage
requires structural repairs, maintenance of traffic modifications, and development of repair plans to ensure the
continued safe operation of the bridge. Due to the need to quickly assess the extent of the damage, implement
any necessary operational restrictions, and expedite permanent repairs, an emergency purchase is necessary to
protect public safety and minimize impacts to Tollway operations.
Lorig Construction Company (LCC) was selected due to their unique qualifications and relevant recent
experience that align directly with the scope and urgency of this emergency project. LCC has experience
performing work of this nature and has familiarity with the site conditions, structural configurations, and
logistical/coordination aspects. They have also successfully worked on Illinois Tollway bridge projects with
similar scope of work in recent past. Use of this contractor will provide the least disruption to the traveling
public.
It is anticipated several steel bridge component require repair or replacement as a result of the accident. Traffic
control and temporary shoring methods are necessary for stabilization measures to be enacted to restore railroad
traffic on the structure. The full extent of repair, removal and replacement will be determined as the Contractor
progresses work in the field due to the severity of the damage.
Due to the urgent nature of the structural damage and the need to immediately assess, design, and implement
repairs, the Tollway determined that pursuing additional competitive procurement efforts was not practical
under the circumstances. Lorig, the contractor has available personnel, equipment, and familiarity with the site,
is able to respond immediately to support the emergency repair effort. Utilizing Lorig provided the fastest and
safest means to address the damaged bridge, minimize impacts to the traveling public, and restore the structure
to safe operation.

Unforeseen circumstances resulted in a delay in procuring the RFP for the continued provision of critical audit
and compliance services for the Agency. The previous contract expired on May 25, 2026, and the RFP draft is
currently awaiting publication. To prevent a disruption in these critical services while the RFP process was
underway, an initial emergency purchase was established for the period of May 26, 2026, through August 23,
2026
.
An extension of the emergency purchase was subsequently approved to allow sufficient time for the RFP
process to be completed and a new contract to be executed. However, the required signature was not received
within the necessary time-frame to allow the extension to be executed prior to the expiration of the initial
emergency purchase.
Due to the interruption of services from August 24, 2026, through August 30, 2026, a 90 day emergency
purchase is necessary to immediately resume and maintain critical audit and compliance services for the Agency
while the RFP process is completed and the resulting contract is executed.

Given the known poor condition of the tunnels, and the recent collapse that could have caused injury or death,
DHS is now requesting
that CDB move forward with an expedited process to repair selective tunnels as
quickly as possible.
CDB is moving forward with design services under an emergency declaration for expedited stabilization of the
selected tunnel areas and
the installation of a permanent packaged steam boiler and all necessary connections to
serve Oak Hall to prevent the threat to public
health/safety, to prevent further damage and to prevent or
minimize the disruption to critical State services. Considering the time
frames needed for regular
Architect/Engineer selection processes, followed by the negotiation of a Professional Services Agreement,
design services would likely not begin for several months. For this reason, an emergency purchase is necessary
to provide design
services as quickly as possible.
AAIC, Inc., located in Belleville, IL, was selected because they are in close proximity to the site, they have
already provided an assessment
and options as to how to move forward under a separate procurement, they
are most familiar with the site and current conditions, and
can respond immediately to this request for
emergency services.
The Scope of Work provides for the following:
1. Emergency Steam Tunnel Shoring - Investigate, design, and install temporary structural shoring of the
affected section of the
existing steam tunnel to stabilize the structure and allow for safe conditions until
permanent repairs can be completed. Include
asbestos/hazardous material abatement as necessary to access
and perform the shoring work.
2. Permanent Packaged Steam Boiler – Oak Hall - Install a permanent packaged steam boiler and all necessary
connections to provide
heating service to Oak Hall and heating/stabilization of the new steam piping between
Sycamore Hall and Life Skills. Include all required
piping, electrical, fuel, controls, startup, and associated
work necessary for a complete and operational system.

Immediate expenditure is necessary to repair and stabilize the Hotel Florence Annex masonry walls to remove a
threat to public health and safety. While the collapse of the south wall of the Hotel Florence Annex will be
contained within a secured light well, the DNR must access this light well to repair areas of the Hotel Florence
Proper to prevent water infiltrating into the older structure. The potential for collapsing masonry prohibits
contractors moving forward with repairs or DNR staff removing weed trees and other standard maintenance
within the light well. Furthermore, the collapse of the Hotel Florence Annex masonry walls may damage the
Hotel Florence proper; immediate expenditure is also necessary for repairs to State property to protect against
further damage to State property.
Therefore, DNR has requested that CDB provide an assessment of the Hotel Florence Annex under an
emergency declaration to determine what can be done to remedy the situation so that DNR can continue to
make repairs to the Hotel Florence and to alleviate any public health/safety concerns.
This project began through the emergency selection of an Architect/Engineer (“A/E”); this exempts the selection
from a 14-day solicitation required through Qualifications-Based Selection (“QBS”). Considering the time
frames needed for the selection, negotiation and execution of an A/E contract, an assessment and potential
design services under the existing processes would likely not begin forseveral months. For this reason, an

emergency purchase is necessary to provide an expedited assessment and potential design services to support
shoring and/or repair work to the Hotel Florence Annex wall as quickly as possible.
Wiss, Janney, Elstner Associates, Inc., located in Chicago, IL, was selected because the firm has experience
working with CDB and DNR on direct selection projects including CDB project #102-311-102, the firm is
located close to the project site and has the capabilities to perform the work, and they are willing to provide
expedited assessment and potentially design services for this emergency work.
The project scope provides for an engineering assessment of the existing structural and life safety conditions of
Hotel Florence Annex, specifically focusing on the south wall. The inspection shall be performed by a firm with
specific expertise in structural engineering inspections of historic (subject to Illinois Historic Preservation
Agency) buildings, utilizing drones for accessing areas deemed hazardous
to human occupancy. This inspection should address the feasibility and safety of continued use of the building
and include an evaluation of different shoring and stabilization methods that can remain in place until a
permanent solution can be initiated.
Incorporated documents include the March 2009 Standard Documents for Construction & Supplement and the
March 2009 Design and Construction Manual & Supplement. Basic Architectural Services provided under this
procurement should not exceed $100,000.00, which is a place-holder prior to the negotiation of a Professional
Services Agreement, without prior authorization from the Capital Development Board in consultation with the
Chief Procurement Office. Final Actual Costs will be reported upon project completion and project close-out.
In accordance with section 00 21 50 of the Standard Documents for Construction, the General Contractor shall
perform no less than 20% of work with its own staff. Each other trade shall perform no less than 40% of work
with its own staff. Work with own staff includes direct labor and supervision, as well as material purchases
where the material is installed by the contractor.
This Emergency Purchase has an expected start date of 10/23/2023 through 01/20/2024 with an Original

The scope of the Facade Stabilization project at the Hotel Florence Annex includes emergency repairs to the
south exterior masonry wall of the building, which is currently in a severely deteriorated and potentially unstable
condition. The contractor will install shoring on the interior of the building adjacent to the south wall as needed
to facilitate repairs to the load-bearing masonry wall and the adjacent building framing. Masonry repairs will

window sill replacement, helical anchor installation, and sealant replacement. Limited repairs to the building
framing may include steel/cast iron painting at framing locations that will be embedded into the south wall, steel
bearing plate replacement, isolated structural steel/cast iron repairs, and isolated concrete slab repairs. Additional
miscellaneous scope items include isolated roof repairs to mitigate a leak in the southwest corner of the
building, and provision and operation of an aerial lift for close-up inspection of the north, east, and west facades
by the Architect/Engineer. Please refer to the drawings, specifications, and bid form for a more detailed

East Moline Correctional Center suffered an electrical short in an underground cable. Facility electric is currently
being provided by diesel generator power. The exact cause of the power loss is not readily identifiable and the
facility has been unable to obtain quotes for emergency repair based on the multitude of factors that could have
contributed to the cause of this issue.
Two local vendors were contacted based on the high voltage electrical service they provide. One of the vendors
indicated it wasn't especially suited for the type of repair work that could potentially be required. The selected
vendor indicated it was equipped and capable to conduct the high voltage repair work and could begin
immediately.
The Illinois Department of Corrections (IDOC) conducted a review of available Business Enterprise Program
(BEP) certified vendors (913-56) and determined that there are no known BEP-certified vendors currently
identified with the specialized qualifications, equipment, and technical capabilities necessary to perform the
medium- to high-voltage electrical repair services required for this emergency procurement. The specialized
nature of the work involving high-voltage electrical infrastructure and cable replacement significantly limits the
availability of qualified vendors capable of safely performing the required repairs within the necessary

Given the Emergency Criteria, the Agency has selected Superior Paving Inc. (Superior) - a local contractor
based out of Fox Lake, IL who is familiar with maintaining and repairing and repairing trail systems in Lake
County (along the Lake Michigan shore) and has recent experience installing asphaltic trails at IDNR’s Chain O’
Lakes State Park and other IDNR sites. Superior has over a decade of experience building trails and asphaltic
road surfaces and can most swiftly mobilize to mitigate the emergency criteria.
The Agency would like to move forward with immediate emergency repairs as soon as possible. The emergency

The Agency has identified a major roadway failure located on the causeway which crosses the lake from the
main Park area, which provides the only access to the campground. The failure occurred when poorer-than-
expected soils were encountered during excavations for a pump station replacement project located along the
causeway. As the adjacent soils were being excavated, extreme pumping of the underlying causeway soils
occurred, causing it and the road to partially collapse. Excavation was halted, however emergency stabilization
measures in the form of steel sheet piling installation are needed in order to prevent further failure of the
causeway, to allow the project to resume, and to allow the causeway to be safely reopened to the public.
Hammer and Steel Global, LLC, has been identified as a local materials supplier with the necessary sheet piling
materials nearby and available for immediate purchase and delivery. They are an approved materials supplier
through the Illinois Deptartment of Transportation (#18421). Given the Emergency Criteria on this project, the
Agency has identified Hammer and Steel Global, LLC as best suited to provide the materials needed to
expeditiously stabilize the collapsing causeway at an acceptable price. Pricing obtained from another local
supplier was found to be 54% higher.

The Center for Governmental Studies (CGS) generates more than $5 million annually for Northern Illinois
University and operates as a self-supporting unit. CGS has been presented with a time-sensitive project by a
longstanding external client that will generate more than $250,000 in revenue and must be completed by June
30. Failure to engage CareerWise would jeopardize the successful completion of the project, result in the loss of
more than $250,000 in revenue, and place future revenue opportunities for both CGS and the University at risk.
Immediate engagement is necessary to protect the University's financial interests and ensure project success.
The project requires specialized youth apprenticeship expertise for individuals ages 16–26. CareerWise is
uniquely qualified to provide these services due to its established infrastructure, extensive experience, and
existing resources. Given the extremely limited timeframe, there is insufficient time to identify, onboard, and
deploy an alternative provider while meeting the client's deadline.

The Illinois Department of Children and Family Services is declaring an emergency procurement to prevent
serious disruption to critical federal claiming, audit support, and system maintenance services that directly
support the collection of hundreds of millions in annual federal revenue. The current emergency contract
(BidBuy 26-418DCFS-PROCU-P-92921) expires May 25, 2026. The Department's request to extend that
emergency was not approved. Without an emergency procurement, these services will lapse, creating immediate
risk to active federal claiming cycles, ongoing audit obligations, and critical IT systems that cannot be
interrupted without jeopardizing substantial federal reimbursement to the State.
DCFS is actively working to complete a competitive RFP for these services and will continue to advance
that procurement during this emergency period. This emergency is intended solely as a bridge to maintain
continuity of critical services while the competitive procurement is completed.
Due to the urgent and time-sensitive nature of this emergency procurement, it was not practicable to conduct a
competitive solicitation process prior to award. The services require immediate continuity without interruption to
active federal claiming cycles, ongoing audit obligations, and critical IT systems that operate on overlapping
quarterly schedules. Any gap in service coverage risks disruption to federal claiming activities supporting
hundreds of millions in annual federal revenue to the State.
The Department has been actively pursuing a competitive procurement to replace these services and will
continue to advance that process during this emergency period. A competitive Request for Proposal is currently
under development and SPO review, with publication targeted as soon as the solicitation is finalized and
approved. This emergency procurement is intended solely as a bridge to maintain continuity of critical services
until a competitively awarded contract can be executed and the selected vendor is operationally capable of
assuming responsibility for the services.

complete corrosion of exposed reinforcing steel,
compromising their structural integrity. An architect/engineer
(A/E) will be required to conduct a site visit to assess existing conditions
and develop retrofit designs to restore
the beams to their original strength, while also providing recommendations to prevent further damage caused by
the freezers. The issue affects four primary areas with multiple beams requiring repair, along with an additional
girder beam showing early-stage spalling that should be addressed to prevent further deterioration. Due to
limited access caused by a
basement-level walk-in freezer directly below another, partial demolition will be
necessary to inspect concealed beams and determine
whether additional repairs are needed.

The Federal government terminated the LGBTQ+ Youth Subnetwork of 988. This line was built to ensure
culturally competent care for LGBTQ+ young people who are more than four times as likely to attempt suicide
as their peers. Prior to this change nearly 10% of all calls to 988 nationally were young people under the age of
24 who utilizing the LGBTQ+ Youth Support Option.
LGBTQ+ Youth Subnetwork crisis counselors received significant additional training to meet the needs of
this community. This call and text volume will now be directed to our general crisis counselors in centers
across Illinois. Ensuring all crisis clinicians now have a similar training tailored to their needs, current knowledge
base, and availability could be the difference between life and death for many young people across Illinois.
The Department of Human Services (DHS) Division of Behavioral Health and Recovery (DBHR) does not have
the expertise to create and administer this training, and The Trevor Project (TP) is uniquely suited to do so. The
mission of TP to end suicide among LGBTQ+ young people, and it carries out this mission through providing
suicide prevention and crisis intervention services for LGBTQ+ youth and serving as a leading voice in
education, advocacy, and research relating to LGBTQ+ youth and mental health. Prior to the Federal
government's shut down of the LGBTQ+ Youth Subnetwork, the Trevor Project handled over half of all call
volume to the line and employed over 200 call takers. Consequently, TP is uniquely prepared to modify and
deliver trainings for crisis counselors to support callers in the LGBTQ+ community, particularly youth.
LGBTQIA+ competency training for all 988 crisis counselors delivered virtually. Training will be delivered live
and recorded for later, asynchronous use.
DHS discussed all LGBTQ+ Youth Subnetwork vendors that would have the expertise needed to provide
training on an emergency basis and found The Trevor Project was best qualified. Due to the highly specialized
and integrated nature of the training, subcontracting is not feasible within the current scope and timeline.

This procurement (DNR File Number 4-26-077) will provide the material, equipment, and labor to replace the
roof on the Grand Marias Golf Course Clubhouse located with in Frank Holten State Park. The roof is beyond

infiltration into the building. The infiltration is causing water damage to drywall, ceilings, and new carpet that

The existing pressure tank at the golf course blew out and is no longer operational. Without the repair the
concessionaire will not be able to water the grass. Without proper watering the grass will die, and the golf
course will be forced to close operations. Not completing this repair immediately will risk damage to the greens,

The university has experienced a critical failure of the heating, ventilation, and air conditioning (HVAC) system
at the College of Medicine West Tower (909), 1819 W Polk, Chicago, IL 60612. The energy recovery wheel
has failed and cannot rotate properly. This failure is causing excessive strain on the associated HVAC
components. If the issue is not addressed immediately, continued operation will lead to further mechanical
damage to state-owned equipment, potential loss of conditioned air capacity, and possible failure of compressors
or other critical systems. This subsequent failure will result in significant additional repair costs, extended
downtime, and disruption to building operations. Kraemer Contracting Group Inc (KCG) is the only vendor
currently available and qualified to perform this work.
KCG will provide all labor, tools, equipment, and materials necessary to remove and replace the failed energy
recovery wheel located in building 909. Due to limited building access, the contractor will disassemble the
existing wheel on-site to allow removal without the use of a crane. KCG will then transport the new replacement
wheel to the mechanical room, disassemble it as needed, and reassemble it in place.

Landmark was one of the only vendors that had 13 vehicles sitting on the lot for a very reasonable price.
Five (5) Ford Mavericks, produced in 2026, various colors with soft cover.
Four (4) Ford Escapes, produced
in 2026.
Illinois Department of Agriculture contacted many vendors, to check if they have (5) Mavericks with Soft Bed
Covering and Four (4) Escapes, however, only the Landmark Ford Auto was able to offer such a large number
of the vehicle, in a very short time.

The Department of Human Services (DHS), Office of Contract Administration (OCA) needs to contract for
professional accounting and auditing services to meet current agency demand. The vendor will evaluate the
effectiveness of internal controls among grantees.
DHS lacks sufficient resources to perform this testing in house - the review will evaluate compliance with 2
CFR 200 (Uniform Guidance), and other statutory requirements as identified in the IDHS Fiscal Administrative
Review (FAR or Review) Process and Procedures manual.
Due to the potential steps that may result from the review, procuring these services is time sensitive. The

Schneider Electric has provided the security access control system in all of the university residence halls. In
order maintain continuity of systems, operations, programming and maintenance, University Housing would like
to use the same system manufacturer for the replacement work in Snyder Hall.
Complete renovation of security access control system at Snyder Hall, which was damaged and put out of
service in the building flood on March 14-15, 2026. The security access control system provides for the safety
of residents and staff by allowing only authorized residents and staff to enter the building and the resident room
areas. The flood also destroyed the main electrical service to the building along with other components of the
building infrastructure. To determine all the necessary repairs, a comprehensive triage and assessment process
was necessary to determine the extent of damage to the various systems, including the security access control
system. Additionally, it was necessary to set up adequate temporary power throughout the building in order to
determine the impact on system components beyond the obvious damage to the head end equipment in the
flooded basement mechanical room. That comprehensive assessment has led to the development of this scope
of work which must be procured on an emergency basis so that it can be installed and operational for the
opening of Snyder Hall to residents for the Fall 2026 semester in August 2026.

The transformer in the Fifer Building failed on the morning of April 1, 2026, for unknown reasons, resulting in a
complete loss of power to the building. Emergency power was supplied by the generator; however, it was not
capable of supporting the building at full operational capacity. The transformer had only been in service for four
years, making this failure unexpected and not something that could have reasonably been anticipated.
This vendor was selected due to their local presence and ability to respond immediately to the emergency
situation. Their prompt availability and capacity to quickly assess and address the issue were critical in
minimizing disruption and ensuring the safety and comfort of residents.
This project includes the removal and replacement of the failed transformer serving the facility. All necessary
equipment, materials, labor, and associated electrical work required to safely install and restore full power will
be provided. In addition, a temporary generator may be mobilized and installed to support operations beyond life
safety systems, including heating and cooling, to ensure the comfort and well-being of residents during the
outage. The generator will be appropriately sized, connected, and maintained for the duration of the emergency
until permanent power is fully restored.
Initially, the facility did not know the full extent of the damage to the transformer. Facility electricians
immediately evaluated the situation and determined outside electrical support was necessary to restore power as
quickly as possible. Brown Electric was contacted due to their proximity to the facility, ability to respond
immediately, and the fact that the facility already had an established account and working relationship with the
vendor. Utilizing a local vendor with existing account access allowed the agency to expedite emergency services
and minimize downtime to the building while making the purchase as competitively and efficiently as practicable
under the circumstances.
